Among the eight new launch pads are those in Lipa Valley, one of the two strategic locations which was destroyed by the the Indian Army during its surgical strikes in September 2016. Last week, after agreeing to foreign minister-level talks on the sidelines of the UN General Assembly in New York, India pulled out less than 24-hours later citing Pakistan-abetted terror in the Valley.
